A resilience planner uses a different order: life safety, active damage, essential function, progression, dependency, and deadline.

This page is a structured worksheet, not a diagnostic or cost-estimating tool. Professional restrictions and emergency conditions always outrank the planner. The signs worth logging are the ones described in the early warning signs of expensive home repairs hub; this page gives them a place to live.

Remove emergencies from the queue

Call 911 for collapse, fire, severe injury, arcing, explosion, or immediate danger. Move to fresh air for a carbon monoxide alarm or possible symptoms. Follow utility instructions for gas odor and damaged service.

Do not score or postpone:

  • unstable structure, falling material, entrapment, or failed egress;
  • fire, smoke, arcing, active electrical heat, or wet energized equipment;
  • gas odor, CO alarm, severe combustion concern, or explosion;
  • rapid flooding, sewage, uncontrolled hot water, or pressure danger;
  • downed lines, storm impact, unsafe reentry, or official restriction;
  • dangerous indoor heat or cold affecting vulnerable occupants;
  • any condition an emergency service, utility, building official, property authority, or qualified professional directs to immediate action.

Leave, call, and record the authority’s instructions only when safe.

Create one row for each observable condition

Do not create a row named “fix foundation.” Create BASEMENT-NORTH-WALL-01: new horizontal finish crack and dampness after rain. The observation remains useful even if the diagnosis changes.

Assign one of four response lanes

Lane 1: Immediate controlled response

Use for non-911 conditions that still require same-day utility, property, emergency maintenance, clinician, building, or qualified trade response. Examples can include controlled active water, loss of essential heat or cooling in dangerous weather, failed egress, repeated electrical protection, relief discharge, or a professional restriction on use.

Do not perform repair while waiting. Record temporary access, occupancy, water, temperature, or operation instructions from the controlling authority.

Lane 2: Prompt professional assessment

Use for recurring or progressive moisture, structural pattern, abnormal equipment behavior, drainage toward the building, corrosion, intermittent odor, or a condition that returned after repair. Give it a concrete appointment deadline and an escalation rule if it worsens.

Lane 3: Planned preventive work

Use for stable maintenance needs with no current safety, active damage, essential-function, progression, or access concern. Schedule before the relevant weather season or manufacturer deadline.

Lane 4: Documented observation

Use only when a condition is stable, apparently cosmetic or ordinary wear, and has no current safety, water, function, progression, system, or deadline concern. Set a review date. “Monitor” without a date and trigger is abandonment, not a plan.

When uncertain between lanes, choose the more urgent route and ask the appropriate qualified professional.

Apply five priority questions

Do not total these into a safety score. Use them in order.

  1. Could delay harm a person? Consider fire, CO, structure, electricity, water, temperature, sanitation, egress, accessibility, and medical continuity.
  2. Is damage active or progressive? Active water, movement, corrosion, repeated fault, erosion, or spreading finish change moves ahead of stable wear.
  3. Does the item protect an essential function? Heat, cooling, safe water, sanitation, refrigeration, communication, access, and required medical support can control the schedule.
  4. Does another repair depend on this one? Source and structure usually precede drying, insulation, finish, paint, and decoration.
  5. Is there an external deadline? Weather season, permit, insurance documentation, lease notice, recall remedy, contractor lead time, or long absence may move work forward.

Cost matters after these questions. A low-cost cosmetic task does not become higher priority merely because it is easy.

Sequence work by dependency

A resilient repair order commonly follows this logic:

  1. emergency and occupancy control;
  2. utility, fire, water, structural, and contamination safety;
  3. source identification;
  4. temporary protection authorized by the responsible professional;
  5. permanent source and structural repair;
  6. controlled drying, remediation, and verification;
  7. insulation, air sealing, services, and assembly restoration;
  8. finishes and decoration;
  9. next-event verification and record closeout.

The exact order depends on the building and professionals involved. Do not conceal moisture, damage, wiring, structure, or an unresolved source to make a room look finished.

Build a weekly decision view

The “owner” is the person responsible for obtaining the next decision, not necessarily performing the repair. A renter can own the maintenance escalation while the property owner controls the contractor.

Control estimates and product decisions

Before comparing price, ask each qualified provider to scope the same source, affected area, access, temporary control, permanent work, permits, restoration, testing, and closeout. A low estimate that excludes cause or restoration is not comparable to a complete one.

Give renters a responsibility column

For every row, separate resident observation, property-owner responsibility, shared-system control, emergency route, and permission. Keep written ticket numbers and access attempts. Ask for temporary habitability measures and a completion report.

Do not deduct repair costs, hire shared-system work, operate common shutoffs, or enter restricted areas without the applicable lease, legal, insurance, and property guidance.

Close rows with evidence

A row closes when the controlling source was addressed, required inspections are complete, the original symptom is absent under the relevant condition, and records are stored. State who accepted the result and what would reopen it.

Examples of recurrence triggers include the next rain, first heating cycle, freeze-thaw period, high indoor humidity, ordinary hot-water demand, or a repeated alarm or fault. Move calendar-based verification into the seasonal inspection calendar.
