The rules that outrank every container choice

Two consequences follow before any comparison:

  • A used milk jug, chemical container, or “it looks clean” bucket is not a category on this page. Residue and materials that cannot be sanitized rule them out, whatever the price advantage.

Retail bottled water: the honest starting point

Commercially bottled water is the reserve that requires no sanitizing, no filling discipline, and no trust in your own process — it arrives sealed and dated. For a household starting from zero, buying cases is the fastest correct move.

Strengths: sealed and factory-filled, portioned so children and older adults can handle single bottles, easy to rotate through ordinary drinking, works in apartments.

Limits and honest cautions:

  • Cases are bulky per gallon stored, and thin bottles deform and leak under stacked weight.
  • A visible case gets raided; the reserve quietly becomes three bottles and a memory. Physical separation from daily supply matters.
  • Heat and sunlight age the plastic and the water’s taste; a car trunk is a poor warehouse.

What to look for in research: date legibility, case stackability, and nothing exotic — this category is about logistics, not features.

Portable jugs: the workhorse with a weight problem

The 5–7 gallon rigid jug is the category most storage plans are built around: big enough to matter, small enough to fill in a sink, shaped to stack a few high.

Strengths: best balance of volume and handling, wide mouths that can be cleaned and sanitized properly, built-in handles, spigot pouring that children can use.

Limits and honest cautions:

  • Spigots and vent caps are the failure points: they crack, leak, and vanish. Spares are cheap before the outage.
  • Opaque containers resist algae and light-aging better than clear ones in bright storage.

Stackable bricks: density for small homes

Brick-shaped 3–4 gallon containers interlock into stable walls of water in closets and under counters — the apartment answer to “there is no room for a barrel.”

Strengths: the best gallons-per-shelf of any refillable category, individual units light enough (25–33 lb) for more members of the household, modular growth one brick at a time.

Limits: highest cost per gallon of the refillable categories; every brick is a cap to sanitize, seal, and date; pouring usually needs a separate spigot accessory.

What to look for: genuine interlock under load, cap gasket quality, and whether the brick’s filled weight matches who will actually lift it.

Drums and tub liners: scale, with strings attached

A 30–55 gallon drum stores serious volume at the lowest cost per gallon — and a filled 55-gallon drum weighs over 450 pounds. It will never move again, it needs a pump or siphon dedicated to drinking water, and the floor under it deserves a thought before filling, especially anywhere that is not a slab. Rotation requires actually emptying and refilling it on schedule, which is the discipline most drum plans quietly fail.

A bathtub liner is the opposite bet: near-zero storage footprint, filled from the tap only when a storm is forecast. It is surge capacity with two honest conditions — it only exists if someone fills it before pressure is lost, and it occupies the household’s tub for the duration.

Both categories are supplements to, not replacements for, the sealed and carryable layers.

Rotation is the specification nobody advertises

Every refillable category carries the same invisible requirement: stored tap water gets replaced on the CDC-recommended schedule, containers get re-sanitized at refill, and each container carries its fill date where it can be read. A reserve nobody rotates converges on the same value as a reserve nobody built. What the marketing numbers do not tell you

  • “BPA-free” is not “food-grade.” The claim that matters is that the container is made and sold for storing drinking water.
  • Capacity is advertised; filled weight is not. Multiply gallons by 8.3 and compare against the people, not the shelf.
  • “Stackable” has a load rating — usually for the container, not for the spigot at the bottom of the stack.
  • Ultraviolet claims do not replace dark storage. Cool and dark is the CDC’s siting guidance regardless of plastic chemistry.
  • A 25-year emergency-water pouch solves a different problem — it is expensive convenience for kits, not a household reserve strategy.

A decision path

  1. Size the need first with the water storage calculator — containers follow quantities, not the reverse.
  2. Buy the first days as sealed retail bottled water, stored apart from daily supply.
  3. Add portable jugs or bricks for the refillable layer, chosen by who has to carry them and up what.
  4. Scale with a drum or tub liner only where the building, floor, and rotation discipline genuinely allow it.

What a credible review would record
