Every hurricane season, the “category” number gets treated as the whole story — and it is not. The category rates wind and only wind, while the hazard that kills the most people in hurricanes is water: storm surge and inland flooding. Understanding what the numbers do and do not mean is what keeps a household from underreacting to a “lower-category” storm that drowns a coastline. This is one branch of the hurricane preparation timeline.

What the category actually measures
The Saffir-Simpson Hurricane Wind Scale rates a hurricane 1 to 5 based on sustained wind speed only. (Source: NOAA National Hurricane Center, Saffir-Simpson scale.) It describes the wind damage potential:

That is genuinely useful for wind — but it is the entire scale, and wind is not the biggest killer.
Why storm surge matters more than the category
Storm surge — the wall of seawater a hurricane pushes ashore — is historically the deadliest hurricane hazard, and it does not track neatly with the category. (Source: NOAA NHC, storm surge.) A large, slow, “lower-category” storm can drive a catastrophic surge, while surge depends on the storm’s size, speed, angle, and the shape of the coastline and seafloor — none of which the category captures.
This is why the NHC issues separate Storm Surge Watches and Warnings and surge inundation maps, and why local officials set evacuation zones by surge and flood risk, not by category. If your zone is ordered to evacuate, the category number is not the deciding factor — your water risk is.
Rain and inland flooding: the other water hazard
Hurricanes also cause deadly flooding far inland, from rainfall that has nothing to do with the category or the coast. A weakening storm — even a downgraded tropical depression — can drop catastrophic rain hundreds of miles from landfall. The flash flood response guidance applies to hurricane rain, and never driving into floodwater is the rule everywhere the rain reaches.
How to actually read a forecast
- Find your evacuation zone now, from your local emergency-management office, and know it by heart.
- Watch the specific warnings — Storm Surge Warning, Hurricane Warning, Flash Flood Warning — not just the category headline.
- Do not “wait for a category” to act. Preparation and evacuation decisions run on the hurricane preparation timeline and official orders, which account for surge and rain the category ignores. Because a “lower-category” storm can still bring a week-long outage and dangerous surge, size the hurricane supply kit for the water risk, not the number.
- Ignore the exact track line. The forecast cone shows uncertainty; impacts extend well outside a single line, and surge and rain arrive before the center does.

The category tells you how hard the wind blows; the water — surge and rain — is what most often kills, and your evacuation zone, not the category number, decides whether you leave. When in doubt, follow the order and the timeline.
